If you add up the conversions that Google, Meta, and TikTok each report, the total will exceed your actual sales. Sometimes by a small margin. Sometimes by a factor of two or three. Every platform attributes the conversion to itself, using the attribution model that makes it look best, over the window that maximizes its credit. Making budget decisions based on these numbers without adjustment is not a measurement strategy. It is an expensive way to reward the platforms with the most aggressive attribution.
Why Cross-Channel Data Is Structurally Broken
Each major ad platform measures performance within its own ecosystem using its own rules. Google Analytics uses data-driven attribution by default, which distributes credit across touchpoints based on a model that GA4 builds from your account's conversion data. Google Ads uses a different model with different default windows. Meta uses a 7-day click, 1-day view window that includes view-through conversions. TikTok uses even more generous view attribution by default.
A single user journey that touches Google Search, then Meta, then converts can appear as a full conversion in Google Ads reporting, a full conversion in Meta Ads reporting, and possibly a full conversion in TikTok reporting if a view occurred there as well. All three platforms claim 100 percent of the credit. Your actual sales figure is one conversion.
This is not a solvable problem within platform reporting. It is a structural property of siloed measurement systems. The only way to get a defensible cross-channel view is to measure from outside the platforms: through GA4, through backend transaction data, or through incrementality testing.
Signal Duplication and Audience Overlap
Beyond attribution overlap, there is a reach and frequency problem. The same user is likely reachable on Google, Meta, and TikTok. When all three platforms are running simultaneously, you are likely showing ads to the same people multiple times across different systems, each system reporting its own exposure independently.
Platform-level frequency controls cannot address this. Google can cap how often a user sees your ads on Google networks. It cannot see that the same user has also seen your ads twelve times on Meta and six times on TikTok this week. Cross-platform frequency management does not exist as a native tool. The closest proxies are suppression audiences (upload your recent converters to all platforms to exclude them) and budget management that deliberately separates channels by funnel stage rather than running identical objectives everywhere.
Budget Allocation Without Clean Cross-Channel Data
The practical approach to cross-channel budget allocation when data is fragmented is to work with a tiered signal hierarchy rather than trying to reconcile platform numbers directly.
The first signal is backend revenue data: what did your business actually generate this period, by product, region, and customer type? This is the only number that is not model-dependent or platform-biased. Everything else is derived from or validated against it.
The second signal is GA4 or equivalent cross-platform analytics that applies a single attribution model consistently across all channels. This is imperfect, but it is consistently imperfect, which makes it useful for relative comparisons between channels even if the absolute numbers are wrong.
The third signal is incrementality test results, which give you the only honest answer to the question of how much each channel is actually contributing to sales that would not have happened otherwise.
Budget allocation decisions that ignore the first and third signals and rely only on platform attribution will systematically over-invest in channels with aggressive attribution and under-invest in channels where contribution is real but attribution is conservative.
The Role of CDPs and Data Layers

The realistic benefit of a CDP at most company sizes is narrower than vendors typically claim. The primary value is in audience syndication (push the same suppression lists and remarketing audiences to all platforms from one place) and in creating a more complete user event history that can feed into incrementality analysis.
The data layer underneath your analytics and tracking setup is more foundational than the CDP sitting above it. Clean, consistent, well-structured event data is the prerequisite for any cross-channel measurement improvement. Building a CDP on top of a broken data layer produces expensive but still unreliable results.
Incrementality by Channel
The most useful cross-channel measurement insight is the incremental cost per revenue unit for each channel: not what each platform reports, but what a holdout test shows each channel actually produces.
A typical finding from cross-channel incrementality analysis is that branded Search has very high attributed ROAS but low incrementality, because users searching your brand name were likely to convert regardless of whether they clicked a paid brand ad. Upper-funnel Social (TikTok, Meta awareness placements) has lower attributed performance but higher incrementality, because it is reaching users earlier in their consideration journey. Retargeting has strong attributed metrics but often lower incrementality than prospecting campaigns, for the same reason as brand search.
These findings do not always match what platform attribution shows. Running the analysis changes where budget gets allocated. The accounts that do this regularly tend to spend less on brand and retargeting than platform attribution would recommend, and more on prospecting and upper-funnel placements that produce genuinely incremental reach.
